Is your campus prepared? This course trains higher education campus and community members, and others involved in crisis management duties and responsibilities to effectively manage a crisis by applying a whole community approach. 

When: March 26, 27, and 28, 2024 from 8 a.m. – 5 p.m. each day

About the Presenters:

Robert Mueck is an Adjunct Instructor for the Texas A&M Engineering Extension Service’s (TEEX) Institute for Law Enforcement and Protective Services Excellence (ILEPSE) Protective Services Programs. He spent 29 years with the University Police at the University of Maryland in College Park, Maryland, serving as the Police Academy Training Director and separately as the Emergency Manager. In the role of Emergency Manager, Bob was the liaison to tenant agencies of the university, as well as the research enterprise on the campus, working with researchers in security and response protocols.

Matthew Mills, Agency Instructor I, has 26 years of law enforcement experience, 24 years full-time with the University of Arkansas Police Department and two years part-time with the Johnson Police Department. He also worked for two years for Walmart Stores Inc at the Home Office in Global Security/Corporate Security. He is tasked with responding to and overseeing emergencies for the entire campus and making, training, and exercising all University emergency plans and procedures.

Charles Klingberg retired as an Assistant Chief at USBP Headquarters with 23 years of service in the United States Border Patrol (USBP). In October 2021, Charles accepted the role of Training Manager at TEEX, overseeing the Crisis Management Affecting Institutions of Higher Education, Physical and Cybersecurity for Critical Infrastructure, Readiness: Training Identification and Preparedness Planning, and CPTED classes. Throughout his career Charles has kept up to date on planning, critical infrastructure, threats, all-hazards, terrorism, terrorists, and their tactics both in the USBP and at TEEX.

Dave Mitchell, an Adjunct Instructor at TEEX, served as Assistant Project Manager and Emergency planner for the new FEMA Response Tribal Annex Plan to develop the first ever, federal emergency response plan for the 271 Tribal Nations in the Pacific Northwest and Alaska. He also worked as an Emergency Management Specialist where he conducted US Army Garrison Antiterrorism Vulnerability Assessments worldwide and served as an Antiterrorism Security Specialist and Emergency Management Specialist for the Department of Defense. He served in the US Navy, SEAL Team One from 1970–1982.
